After the death of Fr O'Kelly in 1941, Fr Joseph Breen was appointed Parish Priest. At the time of his arrival, Fr Breen had more than 1400 Catholics under his care. In 1946, that number had increased to 2200.

Expressing the need for schools and churches to be established in Beverly Hills and Oatley, Fr Breen saw the development of Regina Coeli parish in 1946 and St Joseph's Oatley in the early 1950s. He also oversaw the development of a senior high school for boys in Victoria Avenue under the responsibility of the Marist brothers.

In the early days of St Declan's, Catholics residing in Hurstville Grove found it difficult to attend mass. After payment for land was finalised, Fr Breen oversaw the construction of St Anne's, with the first mass celebrated in July 1958.

Fr Breen died in March 1966 after dedicating the last 25 years of his life to the development of the Penshurst parish.
